On receipt of your telegram of September
10th. which reads as follows:-
"Your cypher telegram of August 8th. Re exported Indian Opium. Indian Government asks whether they may assume that opium exported to Kwang Chow Wan from Hongkong is intended for the French Indo-China market.
"Please let me have any information on the subject
which is available."
I despatched the following reply:-
"Your telegram September 10th. see mine August 8th.
Maximum local consumption opium Kwang Chow Wan estimat-
-ed at 100 chests. Exports from Hongkong for 12 months
ending 31st. July, 1911, 1,537 chests. It is believed
that the difference is smuggled into China".

I had already been in correspondence with
the French Consul in regard to the export of opium from Hongkonɛ
to Kwang Chow Wan and had addressed a despatch to Sir John
HE RIGHT HONOURABLE
LEWIS HARCOURT, M.P..
